Yes PHC mouthpieces DO fit German horns, including Alexander horns. There are a number of horn players in the UK who play Alexander horns with PHC mouthpieces.
In the USA the American soloist, Andrew Pelletier, uses a PHC "21A" Cup with a white acetal "S" rim combined with his Alexander 103 double horn made in 1922! He has recently won the US's International Solo Horn Competition with this combination of Alexander horn and PHC mouthpiece.
